Ask them to write what is included and what is only possible extra. The wording matters a lot.
I had this with dental implants, not All-on-4 exactly. The clinic that felt safest gave me three numbers: expected plan, possible extra scan/tests, and a maximum if they changed to a different implant plan. It was not a guarantee, but it stopped the surprise feeling.
Also ask if the temporary teeth are included. One quote I had was cheap because that part was not clear.
